Every tool takes an explicit scope; list_scopes reveals per-scope capabilities. New jurisdictions are added without new tools — the tool surface stays stable.

Known limitations

Croatian case-law semantic recall grows as the decision-embedding backfill progresses. @fr currently covers codified law (articles of codes); French case law is not included yet. Responses are served in the language of the underlying corpus; the agent layer handles translation.
